It was recognized in 1998 by Syed Iqbal Raza, MD, that there was a need for a
system in which, various activities of a hospital setup are assessed on unified
basis of measurement. The need arose due to the changing nature of the
healthcare organizations, including pressure to reduce costs, improve the
quality of care, pay for performance and meet stringent guidelines. This has
forced to re-examine how we evaluated performances of the medical professionals
and utilize the available resources efficiently.

The research spanned over a time of 8 years. It was a colossal activity as there
was no unified scale in healthcare on the basis of which all clinical activities
being performed by all categories of healthcare professionals could be
ascertained/ calculated in a quantifiable manner and thus their efficiency
measured on a quantitative basis. Qualitative measures of efficiency are quite
relevant but there was a dire need to develop a quantitative efficiency
measurement method. Once a standard measure of efficiency could be reached, only
then it is possible to gauge performances in a transparent and equitable manner
for all categories of medical professionals.

Our team strived for eight years to come up with such a solution in the form of
a universal standard. This yardstick is comprehensive enough to be applied all
across the continuum of care delivery. Dr-SIR software application is a result
of these years of research in which 104 medical professionals participated. Our
expert-system quantifies on transparent, rational and universal scale called as
Work Units. This analysis then enables justified performance evaluation,
efficiency measurement and facilitating improved and cost-effective healthcare
operations.

Dr. Raza has over 28 years of experience in hospital management and planning. He
is medical doctor from King Edward Medical University, MS in Medical
Administration, DTM&H - UK, Hubert Humphrey Fellowship in Health Services
Management – Tulane University, USA.
