Dr-SIR is an efficiency measurement and benchmarking toolkit for the medical industry available as a web based reporting service. This toolkit has been developed in which a complete range of entities, activities and resources within the health care system have been identified. Based on the interaction of these activities, a unit of output “Work Unit” is established to quantify the operating capability of a healthcare professional or a healthcare facility/ hospital. This efficiency measurement tool serves the need of those desiring to do capability assessment of a health care facility and professionals.

Dr-SIR provides the facility of taking any activity or participant within a framework and translating its functions onto a leveled platform to enable measurement of the adequacy of output in terms of efficiency and capacity. Therefore, for every activity that is passed through this system, there would be an ideal output and actual output both stated in the common denominated units of measurement. It is this basic concept which forms the corner stone of this system.

Performance Evaluation

Performance appraisal directly impacts healthcare quality and efficiency. Any healthcare environment, which is devoid of any performance measures and standards, lack the motivation of medical professionals to deliver quality and efficiency.

Accountability measures cannot be put into place unless some uniform and universal standard exists regarding treatment or professional performance. The process of care delivery requires that healthcare practitioners perform in a group to achieve a result. It’s a challenge to isolate the individual performance of a medical professional in a group setup. No existing system calculates group performances on individual basis. Dr-SIR has been designed to address all of these challenges and bring overall improvements to hospital efficiency and ensure optimal performance of professionals.

Existing efficiency systems such as Resource Relative Value Scale (RBRVS) or Relative Value Unit (RVU) is applied to find out the efficiencies of physician only. This scale does not provide a complete picture of the entire health care system as RBRVS focus on individual areas such as physician productivity and nurse practitioners. However, Dr-SIR uses a unified basis of assessment (i.e. Work Units), which has a universal application for all the health care professionals individually and as a group.
